This week, the big news was in Washington state, where the House Government Accountability and Oversight Committee held a hearing on H.B. 1824, a bill to decriminalize playing online poker. This bill would take playing online poker from a felony to a civil infraction (a $50 ticket), with the stated intention of bill sponsor Rep. Paul Harris to later remove the penalty altogether.

Five dedicated poker enthusiasts took time out of their busy schedules to testify before the committee regarding the current draconian Washington state law and how it affects them. We at PPA wish to thank all of them for representing the poker community so ably at this hearing!

Considering that this was the initial hearing on this bill, it really could not have gone much better for us. Rep. Harris let everyone know that our testimony, phone calls, and letters to his colleagues in support of the bill are being heard and are paying off.

Committee Chairman Hurst asked Rep. Harris to look at updating the bill now to remove all penalties associated with playing online poker altogether. We are in contact with Rep. Harris’ office and will provide updates as they become available.

The news this week revolves around A2578, the New Jersey online poker bill. Governor Chris Christie conditionally vetoed the bill on Thursday, but in reality it was a conditional acceptance. The governor’s conditional veto openly declared support for licensed online poker and merely seeks specific modifications on its implementation.

I encourage you to click here to review the conditions. Please note that these are not general objections. Rather, this is a line-by-line markup of the changes needed for the governor’s signature.

From the conditional veto:
With these goals in mind, I have concluded that now is the time for our State to move forward, again leading the way for the nation, by becoming one of the first States to permit Internet gaming. I authorize this step towards modernizing Atlantic City’s entertainment attractions cautiously, with carefully constructed limitations that will ensure the highest integrity and the most robust oversight.

This is an unprecedented show of support for Internet poker and it really shows how we poker players and enthusiasts are making a difference by making ourselves heard and by standing up for our rights! As I mentioned last week, this is important for all of us because, like dominoes, some states will have to move forward before others will.

Washington State Bill

Legislation has been proposed in the state of Washington by state Rep. Paul Harris (R-17) to reduce the penalty for playing online poker from a felony to a civil infraction. PPA alerted the Washington membership, asking everyone to take action to tell their elected representatives to support this measure. The following day, the bill gained seven cosponsors! 

This egregious law has been on the books for far too long, so it is outstanding that the effort to change this is gaining steam. While we will not be satisfied until playing all forms of poker is legal everywhere, this is certainly a terrific first step. I encourage you to read the proposed legislation here.

PPA Welcomes Matt Allen as Our New Texas State Director

The PPA would like to congratulate Matt Allen on his promotion to Texas State Director. Matt has served as the Assistant Texas State Director for the past year under prior State Director Steven Kidder. Matt is a long time Texas Hold’em player and tireless advocate for poker in the state. He attended the University of North Texas and is the winner of last year’s 1st Annual Congressman Joe Barton (R-6th) Poker Tournament. He lives with his wife and two children in Corsicana, Texas where he works at his family’s printing business.

The news this week continues to center around whether New Jersey Gov. Chris Christie will sign the online poker bill that is on his desk awaiting action. He has until tomorrow (2/7) to act and the clock is ticking!

This is important to all of us. As I mentioned last week, many of us live in states where passage of online poker legislation is going to be tricky. We need dominoes to fall to help the process in our states, just as we saw with state lotteries. As we all know, states that would never have been first in line have lotteries today. So, let’s all stand with our brothers and sisters in New Jersey this week!

In other important news, PPA is happy to report that the Justice Department, as part of its continuing dialogue with PPA regarding remission for the victims of Full Tilt Poker, has officially confirmed that it is close to naming a claims administrator for the FTP remission process. We expect the formal announcement from the DOJ by February 14th or so.

It should be noted that the naming of a claims administrator does not mean we players will be seeing our money right away. There is still a lot of work to do before we can reasonably expect payments, but the naming of an administrator is an important milestone. It will also lead to additional important information becoming available to us as the administrator begins actual work.

Our dialogue regarding repayments to players continues, assuring players’ voices and concerns are being represented in the process.

Maryland Lawmaker Introduces Home Poker Bill

Maryland State Delegate Kirill Reznik introduced legislation that would allow Marylanders to play and host home poker games this week! House Bill 486 was referred to the Ways and Means Committee, where a hearing is scheduled for March 5th. PPA has been working closely with Delegate Reznik and is preparing to testify before the committee.

The news this week continues to center around the online poker legislation in New Jersey. As you may recall from last week’s update, a bill authorizing in-state Internet poker and casino gaming passed the New Jersey legislature and awaits action by Gov. Chris Christie. As this process goes down the wire, PPA and the New Jersey poker community have been working tirelessly to ensure the governor hears from us, while poker players and enthusiasts across the country have worked to support those efforts on social media and other outlets.

Yesterday, PPA Executive Director John Pappas, New Jersey State Director Tony Salerno, and two PPA members from New Jersey went to Trenton to meet with a senior member of Gov. Christie’s administration to represent the poker community on this important legislation and to encourage the governor to sign the bill!

I am pleased to share with you the news that the meeting went very well. We were given the opportunity to state the case of the New Jersey poker community and to address the governor’s concerns. It is still very much up in the air if Gov. Christie will sign this bill or not, of course, but PPA and the poker community have certainly been doing their part to advocate for our rights! For those of us not residing in New Jersey, I wish to reiterate my belief that our best shot is to back the efforts in states like New Jersey and California while simultaneously telling our governors, state senators, and state reps to support poker in all its forms. Once a few of these states move forward and join Nevada and Delaware in passing Internet poker legislation, many more states will start falling like dominoes — as we saw with state lotteries and bricks-and-mortar casino gaming.

New Jersey Legislation Update

Last night, New Jersey Gov. Chris Christie made comments regarding that state’s proposed online gaming bill, expressing concern for potential problem gaming issues. That is unfortunate, as the bill mandates several measures to address that issue.

Take Action

Let’s all remind Gov. Christie that A2578, the online poker bill in question, provides important protections for the small minority of players with problem gaming issues while simultaneously allowing the vast majority of those who wish to enjoy this activity in a responsible manner to do so. This is clearly preferable to a virtual prohibition that provides no protections for anyone. Simply send the prefilled, editable tweet HERE!

Monday evening’s Poker Advocacy with Rich Muny webcast featured most of the PPA Board of Directors (PPA Executive Director John Pappas, 2004 WSOP Champion Greg Raymer, First Lady of Poker Linda Johnson, Litigation Support Network Director Patrick Fleming, and I). We had a great roundtable chat on our expectations for 2013, which was broadcast live.

What’s PPA Doing in January?

For online poker, New Jersey is the state to watch this month. Their legislature overwhelmingly passed Internet poker legislation. That bill is awaiting Gov. Chris Christie’s signature.

PPA has sent alerts out to the New Jersey membership asking them to phone, email, Tweet, and Facebook the governor with requests for support for the online poker bill. PPA also created a dedicated action page for New Jersey residents here. Gov. Christie has just three more weeks to sign (or veto) the bill, so let’s keep up the full-court press!

California is a strong candidate for Internet poker, with legislation pending in their legislature. We’re keeping a good eye on Massachusetts, Iowa, New York, and Illinois as well, as they have indicated interest in this. Additionally, members in the state of Washington are working to put together an initiative drive aimed at repealing the criminalization of playing online poker in that state, replacing it instead with authorized online poker.

For bricks-and-mortar poker, Texas is looking at authorizing card rooms. PPA backs that bill and is asking its Texas members to tell Governor Perry, their state senators, and state representatives to back this.

Not all of us reside in a top-tier state. For example, I reside in Kentucky. For us, it is my belief that the best shot is to back the efforts in states like New Jersey and California while, simultaneously, telling our own governors, state senators, and state reps to support poker in all its forms. Once a few of these states move forward and join Nevada and Delaware in passing online poker legislation, many more states will start falling like dominoes — as we saw with state lotteries and bricks-and-mortar casino gaming.

I am proud of the efforts so many in the poker community made to advocate for poker legislation in 2012. We made great strides and are well-positioned to win over more states in 2013! As this happens, I expect even more to join, like falling dominoes. Let’s all be sure to commit ourselves to making this happen!

Happy New Year poker players and enthusiasts! As 2013 starts, I want to quickly look back on some of the momentum that was built this past year. 2012 brought more allies to the fight for a regulated Internet poker marketplace. Even a longtime opponent of Internet gaming like Senator Jon Kyl worked earnestly and in good faith to draft federal law that would have licensed online poker in the U.S. Just as significant, numerous Indian Tribes changed their positions and came out in support of regulated online poker. Even state lotteries, while they did not support this federal bill, made it very clear that they wish to bring Internet games — including poker — to the states.

A few states moved forward with Internet poker in 2012. Nevada became the first state to license Internet poker operators, with real money play starting later this year! Delaware passed a law that allows them to offer online poker and online casino style games to their residents, and New Jersey sent an online poker and online casino gaming bill to the governor’s desk that awaits his signature. PPA supported and advocated for all three of these historic bills.

On the legal front, the poker community scored a major victory when a federal court ruled, unambiguously, that poker is a game of skill. As you know, PPA played a major role in this case and helped develop and present the facts that ultimately led to the judge’s historic opinion.

2012 brought out more poker activists than we’ve ever had. PPA has never been stronger as a grassroots advocacy organization. Tens of thousands of poker players and enthusiasts used email, phone calls, Twitter, and Facebook to contact their elected officials. PPA State Directors from across the country took the initiative to organize local poker players and enthusiasts for the cause. The PPA Leadership Team also crossed the map to meet directly with members through our “Poker Town Halls” held in Florida, Nevada, greater Ohio, and Massachusetts.

There is much to looks back on with pride and strong reason to look forward to our future. With the latest federal effort behind us, it has become clear that last year’s dysfunctional Congress was a huge obstacle in our mission to secure safe and regulated Internet poker. Sadly, the prospects of the partisan Congress working together in 2013 does not look promising.

More and more, the fight for Internet poker is moving to the states. In the wake of the Justice Department decision that the Wire Act does not apply to online poker, states are sending strong signals that they intend to push for Internet poker legislation, including California, Massachusetts, Iowa, New York, and Illinois. It is likely that, as state legislatures reconvene in the coming weeks, several more will follow! Thusly, we will be largely focusing our efforts on passing player-friendly bills in the states where legislative action is brewing.

To be clear, PPA is not abandoning Washington D.C. We are headquartered in the nation’s capital and I will be advocating for players in the halls of Congress. We will also stay alert so that our opponents in Washington D.C. do not attempt to restrict our rights even further by passing draconian laws that criminalize players or prevent the states from regulating online poker. With an anti-gaming Congressman like Rep. Bob Goodlatte as the newly-elected Chairman of the House Judiciary Committee, we rightfully need to remain on guard.

As PPA increases its focus on the states, the advocacy efforts of the poker community will continue to be the most important asset in the fight for our collective poker rights. Over the coming weeks and months, PPA will be working with our members even more directly. We will hold more Town Halls in 2013. We are also developing innovative ways to facilitate communication with the poker community. And, look for our highly successful “Washington D.C. Fly-Ins” to be replicated in key states.

When I became the Executive Director of the PPA in Fall 2007, the organization was just starting to get its voice. Five years later, the poker community is at full throat. We have become one of the strongest single-issue advocacy organizations on Capitol Hill. We will amplify that activism across the country in 2013.

This is an exciting time. It is still a challenging environment for poker players, and the road ahead will not be easy, but nothing worth winning ever is. PPA will never fold in this fight!

Remembering the Newtown, CT Tragedy

On behalf of the entire poker community, PPA would like to extend its deepest sympathies to the victims, survivors, and families whose lives were turned upside down by the tragic events in Newtown, CT this past Friday.

PPA Connecticut State Director Chad Lehofer offered the following statement:

“My heart goes out to all the families affected by the tragedy at Sandy Hook Elementary School in Newtown, Connecticut. I would also like to honor Kaitlin Roig, a 1st grade teacher, who in the face of danger showed true heroism and rushed her 15 students into a bathroom and blocked the door with a bookshelf. HERE is a link to her video interview. Her story touched me the most.”


Update on the Poker Advocacy Effort

I am proud of the effort so many in the poker community made to advocate for federal online poker legislation in 2012 and I thank everyone who participated in ensuring we were all heard. The community fought hard and came back from deep adversity from just a few years ago. After all, the bill that became the Unlawful Internet Gambling Enforcement Act passed the House by 317-93 as a freestanding bill (it was not added to the SAFE Port Act until later, in the Senate backrooms).

Though it did not pass this year, the awareness raised by this bill will surely help us in the state-by-state fight in 2013. In fact, an impediment to the federal bill’s passage was the desire of some states to authorize their own online poker.

2013 will be an exciting time for the poker community. New Jersey is taking this issue up already. Their General Assembly passed legislation to license online poker by a two-to-one margin, and the NJ State Senate will vote on the bill on Thursday. Other states, like California, are sure to take up this issue pretty quickly as well. Additionally, the federal effort is not over by any means. While PPA will shift some focus to the states, be assured PPA will continue to ensure Congress hears from America’s poker players and enthusiasts on this important issue!

PPA & PokerStars Helping Those Affected By Hurricane Sandy

The cold weather is bearing down on the East Coast, and sadly there are still thousands of residents who are without power or even warm homes due to the destruction of Hurricane Sandy. This past weekend, PPA Grassroots Director Drew Lesofski hand delivered hundreds of fleeces, hoodies, and other winter-weather clothing to communities in need. The items were made available thanks to a very generous donation of clothing from PokerStars to help those in need.

Upon receiving the boxes of fleeces and hoodies from PokerStars, PPA connected with local charities in New Jersey to distribute these items. Drew met with hundreds of families who stood in line at a local American Legion Hall in Keansburg, NJ to distribute the PokerStars items and other donated goods. “Warm clothing is a cherished item for those affected by the storm and the community was so grateful for the donations. I am proud that we could help, even in a small way, those who have literally been left with nothing due to Sandy’s devastation,” said Drew.

The push for federal online poker legislation continues in the Senate. This is very much an uphill fight, so I ask that we all do our part to stand up for our right to play!

Minnesota poker professional Jason “PBJaxx” Senti, best known for his seventh-place finish in the 2010 World Series of Poker Main Event, has taken the lead in putting together today’s community action plan! Let’s all participate:


Right now is an important time for our fight for regulated online poker in the US. While I am no expert when it comes to politics, many believe our best chance at federal legislation of online poker in the U.S. is this month during the lame duck session of Congress.

The Daily Action Plan (here and here) is still the best way to make sure that you are getting your message out there regularly to as many people of influence as possible. That said, not everyone has the time and/or willingness to commit to take those actions every day.

Please join me in making our voices heard on Wednesday, December 12th. I hope you can take 60 seconds to help for just one day to help our cause.

Similar to the DAP, the pre-filled Twitter messages in the 12/12/12 action plan are generic in asking that our lawmakers support our right to play online poker in our own homes. If you prefer to be more specific, the tweets are fully editable and you can change them to your own message.

Online poker is easy for politicians to ignore, but I hope we will be loud enough on this day that we show how important this issue is to us. Please spread the word about this to other poker players on Twitter, Facebook, and any other way you can think of!

Let’s come together as a community for this one day to let our elected leaders know that online poker is very important to us.

Weekly Update from Rich Muny, VP of Player Relations

Saturday’s New England Town Hall was a great success. We thank everyone who volunteered their time and effort to make this happen!

PPA Executive Director John Pappas, Director of Grassroots and External Affairs Drew Lesofski, Litigation Support Network Director & Board Member Patrick Fleming, MA State Director Dan Brown, CT State Director Chad Lehofer, VT State Director Dave Sawyer, and I met many great, active poker players at the event. We shared all that PPA is doing and engaged in a terrific dialog on the big issues. The town hall event was followed by a charity poker tournament that benefited ALS research.

Poker lost a great ambassador this week…

It is with great sadness that I share the news that poker pro, author, and webcast host Lou Krieger lost his fight with cancer earlier this week. He was a great force within the poker community and a terrific advocate for the game. We appeared on each others’ webcasts a few times. He was a class act and a true ambassador for the game who will be greatly missed.
