PPA Applauds Rep. John Campbell’s Introduction of HR1174 in the U.S. House
Congressman John Campbell (R-CA) introduced HR1174, The Internet Gambling Regulation, Consumer Protection, and Enforcement Act in the U.S. House or Representatives. Notable Co-sponsors and familiar faces to the poker community include Rep. Barney Frank, (D-MA), Rep. Ed Perlmutter, (D-Co), and Rep. Peter King, (R-NY).
HR1174 as written if passed would create a regulated marketplace that would not be affected by the the Unlawful Internet Gambling Enforcement Act (UIGEA), passed by the U.S. Congress in 2006. The PPA is working closely with our key Congressional allies to ensure passage of HR1174. Please check our website for the most current information as HR1174 moves through the legislative process.

Washington State
Olympia, Washington (March 17, 2011) PPA Executive Director John Pappas, along with poker pro’s Andy Bloch, Linda Johnson and Jan Fisher, hosted the first “Poker Lobbying Day” at the State Capitol. Joining them were 40 dedicated Washington State PPA members who lobbied over 100 state legislators to repeal online poker prohibition law. Earlier in the year, the two largest providers of online poker in the U.S. stopped taking for-money play from the state after the State Supreme Court upheld the law making it a Class-C felony to play online poker for money in the state.
Washington, D.C.
Washington, D.C. (April 7, 2011) Eric Prag, D.C. PPA State Director, reported in late December 2010 that the D.C. City Council passed a proposal to allow the D.C. Lottery to offer online games of skill and games of chance. Under federal law, the United States Congress has until Thursday April 14th to object to the expansion of D.C.’s gaming laws. Should Congress not object, D.C. would become the first U.S. locality legalize online poker.
New Jersey
Trenton, New Jersey (March 10, 2011) New Jersey Governor Chris Christie vetoed legislation which would have allowed casinos in New Jersey to operate websites that would have allowed residents to play online poker and other similar games. While the PPA is disappointed in Governor Christie’s decision, we expect similar legislation will be reintroduced during the next session of the legislature.
Iowa
Des Moines, Iowa (April 5, 2011) Senate Bill 458, an act relating to certain forms of gambling, including horse racing, pari-mutuel wagering, gambling games, and intrastate internet poker, creating regulatory and tax structures and providing penalties, was introduced in the State Senate. Jim Hudson, Iowa PPA State Director, reports that SB 458 this week failed to gain any traction after the Senate Judiciary Committee approved it March 1st because lawmakers couldn’t agree on several key aspects of the bill as written. Lawmakers did, however, amend SB 458 to request a report from the Iowa Racing and Gaming Commission which will be publish later in the year.
Nevada
Carson City, Nevada (March 24, 2011) The PPA applauds the Nevada State Assembly Judiciary Chairman William Horne for hosting an informational hearing on A.B. 258, a bill to enact provisions governing the licensing and operation of Internet poker. The bill would allow online poker sites to operate their online poker operations in the state. The bill should it become law, would allow the Nevada Gaming Commission to issue a license to only those operators who can demonstrate they have successfully operated Internet poker for two years in jurisdictions with similar gaming rules.
California
Sacramento, California (April 2, 2011) – Steve Miller, California State Director, has been monitoring SB 45, a bill that would allow California to issue intra-state poker licenses, which has been stuck in the Senate Governmental Organization Committee since January. Senator Lou Correa (D) introduced the current bill in response to SB40, a bill originally pushed by the Morongo Tribe-led California Online Poker Association (COPA), which failed in part because of overwhelming opposition from the PPA to intra-state licensing. SB40 as it now has been amended would grant five licenses to tribally owned casinos immediately. The additional two licenses would be subject to issuing within three years if the California Gambling Control Commission deemed sufficient capacity existed.
Florida
Tallahassee, Florida (April 6, 2011) – The PPA has learned that Rep. Estevan Bovo, Chairman of the House Economic Affairs Committee, resigned from the House last month to run for local office in Miami. The Speaker of the Florida House of Representatives has decided not to announce a replacement, or allow the committee to meet further, effectively killing all gaming issues in the House. The internet poker bill by Rep. Abruzzo, which the PPA opposes as currently written, has not been heard in the House, and its Senate companion is currently bottled up in the Senate Criminal Justice Committee.

All In to End Rape
On Thursday, January 20, 2011, the PPA hosted a charity poker tournament on behalf of All In To End Rape in support of the D.C. Rape Crisis Center. The tournament was held at the University Club in Washington D.C. and raised $19,000 to help survivors and their families heal from the aftermath of sexual violence. For Granted
On Saturday, January 22, 2011, the PPA was a proud sponsor of the For Granted Charity Poker Tournament held at the Top of the Hill Restaurant in Washington D.C. This $195 charity tournament raised $21,000 to help improve the lives in underserved communities by redistributing educational supplies to disadvantaged children. OneHeartLand
On Sunday, January 30, 2011, the PPA was a sponsor of the OneHeartLand Charity Poker Tournament held at the Hard Rock Café in Washington, D.C.
