After tentatively approving uncapped wagers at a proposed card room in Oldtown Salinas on Tuesday, the City Council now must address how much money should be in the cards for city coffers.

The City Council on Tuesday directed city staff to look into a $1,500 per table annual fee for the card room.

But Sal Jimenez, who wants to open Banker’s Casino at the old Moose Lodge with his uncle, Hector Campos, predicted a compromise will be found based on a percentage of gross income.

City staff initially proposed a 13 percent fee on gross revenue, which the businessmen say would amount to 65 percent of the business’ net income.

But Jimenez is still betting on his proposal for a 10-year graduated, gross percentage fee, starting at 1 percent of gross revenue and increasing to 5 percent after 10 years. He said he has proposed that idea to the council already.

"We’re the only business in Salinas that has to pay a gross revenue fee back to the city," Jimenez said.
