In Virginia there was really only one place we could go to play Poker. A town called Portsmouth. Unfortuentely it looks like the local prosecutor has decided poker is not a 'game of skill' and is going to start closing down the poker halls.

The article is interesting.
It talks about five or so commercial operating poker halls in Portmouth, Va. Some have operated for years. The local Commonwealth's Attorney (District Attorney) is sending out letters to shut them down.
Mobley said he has never said the games are legal or that he would not prosecute such operations. But he has been vocal in his belief that the law as it is written is "flawed," in that it makes an exception for "games of skill."
...
State Sen. Louise Lucas said she called Mobley's office Thursday to tell him she was willing to work with him to change how the law is written.
It looks like a good place for the PPA to explore the skill argument.

If it helps any, Michigan's charitable gaming rules were recently updated to allow the charitable houses to run any game that follows the general rules of poker, so long as it is played against other players, and not against the house. Our casinos don't even have that much freedom as to the games that they play (I just talked to floor at one of the casinos in Michigan, about 2 days ago, and he said that Hi-Lo games are prohibited at casinos still, as well as Lo only games).
No one has ever pushed the point in Michigan of it being a game of skill vs a gambling game (as far as I'm aware), but it seems rather obvious that the charitable gaming commission feels it is not gambling, if it's played against other players.
Good luck, Virginia!
