   Kind of a dumb question but I hear mixed things so I thought I'd ask, is online poker legal in Oregon? And if so what are the limitations if any.

   You are definitely not breaking any Federal law by playing online poker in Oregon.

   Whether an online poker player is violating an Oregon state law is an open question and no one can give you certainty in an answer until numerous legal arguments are decided by the courts.
