Is it illegal to access european poker sites from USA using remote PC access program?
for example: There is a PC setup only for you, somewhere in Europe, that you can access using remote PC access program and play any poker site you want, even those forbidden by the US laws?

Poker is not illegal under U.S. law as I read it. Gambling, or at least the exchange of money from gambling sites, is. So simply put, poker is not illegal because it is a game of skill, not a game of chance. I continue to play my online poker sites and have had no problem in the exchange of money. Go figure.

An alternate way to access "European" poker site would be through a proxy that is based in Europe. Both technical measures avoid using a US based IP address.
Whether this is illegal or not depends on state law. There are about 13 states that lean towards making online poker illegal.
The concern you might have had is whether or not you are "kosher" with the UIGEA. As it turns out the UIGEA does not make anything illegal for the poker player at all. The UIGEA triggered many European sites to close access from US based IP addresses.
What you are proposing will bypass the restriction the poker site might place on you.

I play at tilt and stars,it will block me from adding funds from a netspend card but i can deposit with echeck or western union.I dont get this at all,what is the difference.It makes it more costly to deposit,but it will never keep me from playing poker on these sites.If anyone can tell me why i cant do one method and can do the other 2.Please explain because it makes very little sense to me.All input on this is greatly appreciated

While I in fact play at neither site, it is probably not the poker site that blocks you from using your NetSpend Visa card, but the NetSpend company that is refusing to do business with the poker site.
A variation of this might be a breakdown in communications with the verification between the site and the card when you try to use it. The NetSpend Visa authentication requires that match your card number, expiration date, probably your CVC, your first and last name, and your zip code.
If NetSpend does not have your name and zip code in their database, then it will not verify. With most gift cards you enable this by logging on to their web site with your credit card number and telling them who you are.
