My question is straight forward. Why do some sites allow me to use their software, make deposits for real money play and receive payouts, while other sites immediately ban me from using them, based on information I entered or IP information? FullTilt, Absolute, PokerStars.. I can use them without a problem. Any others that I have tried, will not allow me to use their sites/software.. it can get confusing, at times.

Okay, a quick read of the Arkansas Gambling Laws reveals a lack of the word "Internet" in any of it's wording, and when it comes to card game betting..
    "5-66-112. Card games - Betting.

If any person is guilty of betting any money or any valuable thing on any game of brag, bluff, poker, seven-up, three-up, twenty-one, vingt-et-un, thirteen cards, the odd trick, forty-five, whist, or at any other game of cards, known by any name now known to the law, or with any other or new name or without any name, upon conviction he or she shall be fined in any sum not less than ten dollars ($10.00) nor more than twenty-five dollars ($25.00)."

It's not a hefty fine, at all, and doesn't appear to be taken very seriously, so why the hesitation from some sites, while others openly offer their services to residents of Arkansas?

The small fine you noted is what applies to you, the online player (if it applies at all - though there are certainly arguments both ways), The penalty for the online site (if it is subject to this law) is much higher.
