Overall this is really good. The points I disagreed with were he calls the 2006 law the UNIGEA rather than the UIGEA (A lot of other people use this acronym as well; I'm confused).
Barr also makes an odd statement on how the UNIGEA clarifies and updates the language of the 1961 Wire Act. To my knowledge this is not true. Barr concludes that the two laws together (UNIGEA and Wire Act) combine to make it illegal to transfer funds from gambling activities.
My understanding is that many gambling activities are not illegal and therefore those funds may be transferred all day long.
But really, otherwise, a great article.
